NUPPAA – the Public Policies Center: Analysis and Evaluation – of the National Institute of Science and Technology in Public Policies, Strategies, and Development, in association with INCT-IDN (National Institute of Science and Technology in Management and Innovation in Neglected Diseases) and INCT Proprietas, in collaboration with the Brazilian College of Higher Studies of UFRJ, will present its Fourth Seminar: “Dismantling Public Policies and New State Capacities for the Postpandemic Future”, which will take place virtually (using the ZOOM platform) during the days of 16 and 17 November 2020. The event is free and registration will only take place through the event site: http://inctpped.ie.ufrj.br/nuppaa.
The Fourth NUPPAA Seminar, carrying on the tradition of previous iterations, has the objective of bringing together public and private actors with track records in the analysis and evaluation of public policies, including professors, researchers, government public managers, the Third Sector, postgraduate students and professionals who are doing postdocs in Brazil and abroad, as well as related networks in the National Institutes of Science and Technology in Rio de Janeiro and around the country.
Banking on interdisciplinarity and interinstitutional linkage, NUPPAA, as well as its supporting institutions, has been successful in bringing together a particular epistemic community, domestic and international, that combines distinct theoretical matrices but is capable of generating a fruitful dialogue across areas, fields, themes, and theoretical frames with great potential for the understanding of contemporary processes.
The multidimensional crisis brought on by the rapid spread of COVID-19 raises the question of the postpandemic world. Analysts are divided about betting on the possibility of a return to a supposed normalcy, which was already being contested in multiple domains, or on a radical change to a scenario that presents renewed challenges and a new configuration of ways of acting and thinking in society. Changes in the coalition of forces that support governments of distinct political leanings are, in general, accompanied by systematic actions to undercutting policies and institutions, with prospective impacts on historically constructed governmental capacities.
The call for papers for the Fourth NUPPAA Seminar suggests, but does not restrict to these themes, papers that seek to assess state capacities, the dismantling of policies and institutions, new state capacities for the post-COVID-19 world, and sustainable development policies in the envisaged scenarios.

Presentation of Papers:
The Organizing Committee of the Fourth NUPPAA Seminar will accept proposals for the presentation of papers until 10/23/2020, per instructions.

Submission of papers:
The proponent must send an Expanded Summary, which must provide
• The WG: number and name;
• The title of the work;
• The full name of the author and co-author(s), institution, and e-mail;
• A summary consisting of an Introduction, Objective(s), Methodology, Results and Discussion, Conclusions;
• References (maximum of 5);
• Keywords (minimum of 3/maximum of 5);
Instructions for authors:
Abstracts should be no more than 1,150 words in A4 format (21 x 29.7cm), Times New Roman, 12 pt., single spaced, and justified. Abstracts that do not conform to the Paper Presentation Template will not be accepted. Proposals can be submitted by individual authors or by groups of a maximum of four authors, with each participant being able to participate in a single WG as the main author of the work. To send the Expanded Summary, you will need to complete the electronic form and upload the Work Presentation Template. The period for submission is 7 September until midnight of 14 October 2019. At the time of electronic submission, the author must indicate the WG to which the abstract refers.

The selected abstracts will be published later in the Annals of the IV NUPPAA Seminar, as authorized and sent by the authors. Any type of addition, correction, or change to an abstract after it has been received is strictly prohibited. The list of accepted papers will be published on the website on 30/10/2020.
